South West State leader Sheikh Adan Mohamed Nur Madobe on Wednesday formally launched and signed the administration’s revised State Transformation Plan for 2026–2031, setting out development priorities for the next five years.
The plan, known as the STP 2026–2031, outlines priorities including improving social services, expanding economic opportunities, strengthening government institutions and accelerating infrastructure and other development projects across South West State.
Speaking at the launch in Baydhabo, Madobe said the plan would provide a framework for achieving the administration’s development objectives and delivering sustainable improvements that respond to the needs of local communities.
He called for development programmes to be based on the priorities of communities and stressed the need for cooperation between the state government, civil society, United Nations agencies and development partners during implementation.
According to the South West State presidency, the plan also focuses on improving governance, education and healthcare, creating jobs, developing economic infrastructure and strengthening communities’ resilience to humanitarian and climate-related shocks.
The event was organised by the South West State Ministry of Planning and attended by cabinet members, lawmakers, senior presidential officials and local government representatives, including officials from Bay region and Baydhabo district.
Madobe signed the STP 2026–2031 at the conclusion of the ceremony, formally endorsing the plan as the administration’s development framework for the five-year period.
